Lamhot Naibaho, Ph.D
President Director – Researcher
He has more than 10 years of experience as a researcher and resource person in various national and international seminars. Lamhot also has international experience in international organizations since 2008–2011. As a researcher who has experience managing research grants from both government and non-government and has also published the research results in national and international journals.
As an Indonesian public administration specialist with 25 years of practice in local government service delivery, planning, budgeting and financial management. As a public service governance and financial advisor to the GIZ, USAID, World Bank, and Asian Development Bank (ADB) projects, has supported regional and local institutions in adapting to Indonesia’s decentralization policies at every stage of their evolution. As an advisor the Ministry of Finance helped introduce performance-based budgeting and basic accounting into decentralization regulations. As an advisor to the Ministry of Home Affairs helps design Norms Standard Procedures and Criteria (NSPK) to distribute mandatory and optional functions to local and local governments and design appropriate performance measures. Has developed MSS e-Costing and helps local governments integrate Minimum Service Standards (MSS) into their planning, budgeting, and performance monitoring systems and processes. Has designed and conducted training for local governments in participatory planning with community stakeholders to address deficiencies in policies, procedures, personnel and organizations in various public service sectors. Together with the Indonesian Procurement Watch (IPW) and support to the Corruption Eradication Commission (KPK) in the development of tools and techniques for preventing corruption that are effective in procurement, procurement integrity. promote professional ethics and build stakeholder networks capable of establishing and maintaining effective public scrutiny.
Consultants and Researchers
He has more than 12 years experience as a consultant and expert in the field of public policy, planning and institutional development. Harmada has worked as an expert in various international institutions including GIZ, USAID, UNEP, MCA-Indonesia, and US-DOJ / ICITAP. As an institutional expert, he has experience in assisting institutional development such as the Family Hope Program (PKH), Integrated Referral and Services System (SLRT), Goods / Services Procurement Work Unit (UKPBJ) in seven strategic ministries and in the Indonesian Police. As a public policy expert, has experience in conducting research and formulating recommendations and formulating policies in various fields. Finally, he supervises the process of providing recommendations in the field of Indonesian goods / services procurement policies.
Experienced working as a procurement officer and later as a senior procurement officer in national and international companies for more than 20 years. Experienced as a certified trainer in the field of goods / services procurement at various levels of government and companies, as well as being a consultant in developing policies and guidelines for the governance of goods / services procurement in Indonesia. Arief Hidayat has international certificates and certificates from LKPP as a trainer in the procurement of goods / services. Together with MCA-Indonesia, Arief Hidayat has worked as a procurement skills trainer for 44 Ministries / Agencies / Local Governments for more than 3 years. Arief Hidayat was awarded as one of the best trainers from LKPP and Booz Allen Hamilton for his dedication.
Muhamad Nur Yahya
23 years of experience as a trainer and consultant in the procurement of goods / services Have international standard certificates such as International Advance Certificate in Supply Chain Management (Adv.Cert.SCM), Certified Procurement Stratery Specialist (CPSS), Certified Information Technology Procurement Expert (CITPE), Certified Simple Property Valuer and Certified Tax Consultant Level A & B, Certified Public Accountant (CPA), Chartered Accountant (CA), Certified Forensic Auditor (CFrA) and Certified Sustainable Reporting Specialist (CSRS). Muhamad Nur Yahya is experienced as a procurement skill trainer at various levels of government and private. Together with MCA-Indonesia, he has 3 years experience as a procurement skills trainer for 44 Ministries / Institutions / Local Governments and received several awards as the best performance trainer.
Started his career as quality control assurance at a private company in Medan. He is currently active as a researcher at the Institute for Research and Community Service (LPPM), Indonesian Christian University, Jakarta. Experienced in conducting various researches in various fields through grants received from both government and non-government. Several studies have been published in national and international journals. Currently actively involved in the Center for Women’s Studies in collaboration with the Ministry of Women’s Empowerment and Child Protection (KPP-PA) both as researchers and resource persons.
Roby Hasbullah Lasman
More than 20 years of experience as a senior consultant at IBM Indonesia, Hay Group Indonesia, Shell Upstream Indonesia, Abeam Indonesia. Finally (2014 – 2019), Robby served as Associate Director at PricewaterhouseCoopers Indonesia. In addition, Robby is also experienced as a coach and mentor in various agencies, both government and private, including Bank Indonesia, PT Pelindo I, and Millennium Challenge Account – Indonesia / MCAI. In the MCAI project, Robby has more than 4 years of experience in assisting the procurement moderation program for system development and management of goods / services procurement in both the Central and Local Governments including the Maluku Provincial Government, Maros Regency Government, Mamuju Regency Government, East Nusa Tenggara Provincial Government, Luwuk Regency Government, Jayapura City Government, Ministry of Public Works and Public Housing, and Ministry of Foreign Affairs. As a professional consultant, in addition to having an educational background from the Master of Business Administration at the University of Indonesia, Robby is also an ICAgile Certified Professional. Certified Executive Coach, and Certified Professional Coach.
More than 10 years of experience as a consultant and expert in the field of Human Resources. Reny Rahmawatie has worked as a Counselor at the Shelter House, Associate Asessor at the PLN Assessment Center, Associate Consultant at PT Binaman (PPM) and PT Bina Dana Nugraha. In addition, Reny is a consultant at PT MPI Consulting – HR & Organization consultant, several projects that have been implemented, namely compiling a code of conduct for commissioners at the Prosecutor’s Commission, Member of the consultant team for the project ‘Cultural Transformation of PT Pos Indonesia’, Member of the consultant team to build competency profiles for all positions in the High Court and District Courts in the Supreme Court, Develop competency profiles for all positions in the Judicial Commission, and Organizational Assessment at PT PLN UIP II.
